If we try to focus on the moons reflection in rough waters, it is difficult. So it is with meditation with a mind which is not still. The habitual movement of our mind is the main obstacle to our inner focus.
This habit takes many years to change and requires the development of art. Those who wish to meditate have to become artists in that practise. This is one of the most difficult human practises in which few have right guidance.
